Scope of Work This portion of Brownlee is approximately 3,300 LF of existing 41’ wide B-B flexible pavement section with curb and gutter and sidewalk on both sides in 70’ ROW. The Contractor shall provide construction services which consists of reconstruction to 38’ B-B width with new 6” curb and gutter and sidewalk on both sides. The pavement will be designed for a 30-year life cycle. The new street will have a revised configuration, it will consist of one travel lane in each direction and a continuous center turn lane in most areas. A portion of Brownlee near Morgan will be striped as a C-1 Collector, to provide on street parking for residents in the area. The proposed alignment for Brownlee will be placed within the existing Right of Way (ROW). ROW acquisitions are anticipated at some intersections. The proposed sidewalk will only include segments that need reconstruction to act as a cost saving measure. Additional street improvements include RTA, the Morgan intersection, and head in parking areas along Brownlee. The RTA improvements include the replacement of 4 RTA bus stops with concrete bus pads and pedestrian shelter pads. The existing intersection at Morgan includes a 5-leg connection with Prescott and Brownlee. Prescott will not be closed as part of this project. There is also an unconventional 4-leg intersection at Booty and 11th. The Booty intersection will be reconfigured by a striped gore with raised buttons and signage to improve vehicular and pedestrian safety. The several existing head in parking locations on Brownlee will be reconfigured from head in parking areas to angled parking areas with tied sidewalk. Due to limitations of parking depth that would otherwise overhang the proposed tied sidewalk, the pavement striping at the location near station 24+00 will be transitioned to provide 3 parallel on street spaces in lieu of the existing 4 head in spaces. In addition to the street improvements, the Storm Water, Water, Wastewater, and Gas utilities will be improved. The existing utilities have already sustained multiple failures requiring additional maintenance and are not expected to be sustainable throughout the 30-year pavement life. The storm system will be up sized to accommodate the increased runoff, and to meet current City minimum size standards. The existing 8”- 12” Asbestos Cement (ACP) water main will be abandoned and replaced with the corresponding size along with new fire hydrants and Fire Department Connections (FDCs) to replace the existing outdated fire protection systems per request of the Fire Marshall. The 6”- 16” water laterals will be replaced size on size. The existing water service lines will also be replaced. The proposed wastewater improvements include removing and replacing the 6” and 8” VCP mains with 10” SDR-26 PVC, pipe bursting the 12” VCP main at Elizabeth, removing both 10” VCP lines at Ayers and replacing them with a single 15” SDR-26 PVC line, and removing and replacing 452 LF of the 24” trunk line at Booty and Eleventh. The sanitary Sewer mains will be lowered and moved towards the center of Brownlee to prevent conflicts with the storm system and provide cover between other utility lines. The existing manholes within the project limits will be removed and replaced to align with the new sewer main, and all existing service lines will be replaced. The wastewater improvements are extended on the side streets beyond the Brownlee ROW as requested by the Utilities Department to improve the area system, and pavement repair costs associated with those extensions are included with the wastewater costs. The proposed gas improvements include replacing the existing 2”-6” gas mains. City forces will replace the lines and the Contractor will perform the excavation, backfill, and compaction. Adjustments to franchise or private utilities are expected to be minor and will be identified during final design and construction. The existing traffic signals at the Staples, Ayers, and Morgan intersections will have minor signal adjustments to meet budgetary constraints. The existing street luminaire fixtures on Brownlee will be replaced on existing poles to meet current standards and a few added lights with poles will likely be needed. The Project will be coordinated and approved by the City of Corpus Christi Engineering Services Department. Bonds required. Prevailing wages.
