Statements of Qualifications are requested from experienced contractors to perform expedited repair, replacement, installation and/or design of damaged and/or missing pedestrian facilities (i.e. sidewalk, curb ramps) of an urgent necessity nature. SOQs must be submitted in accordance with the requirements set forth in this document. The failure of pedestrian facilities can introduce barrier to equal access, jeopardize public health and safety, and increase liability for the city and adjacent property owners. Expedited repair of damaged pedestrian facilities is necessary to provide access, remove barriers, and protect public and private property, and ensure public health and safety. The work will generally be in public right-of-ways however auxiliary work related to achieving the Americans with Disabilities Act (ADA) compliance for public sidewalk will be required in private properties. Due to the nature of expedited and urgent necessity repairs, it is imperative that the contractor be able to provide an adequate and safe expedited response in compliance with all city codes and standards.

General Requirements: Contractor shall provide all labor, materials, equipment, tools, hauling, disposal, and incidentals required for a complete and safe installation. Site Preparation: Walk the entire outlined area and identify all trip hazards, depressions, uneven surfaces, and drainage issues. Remove existing surface materials as needed (grass, soil, debris, roots, rocks, etc.). Excavate and regrade the area to create a uniform, level, and safe play surface appropriate for infants and toddlers. Ensure the subgrade is compacted to a stable condition with no soft spots or voids. Base Installation: Install a compacted aggregate base (e.g., Class II road base or equivalent) to achieve proper leveling and drainage. Grade the base to eliminate dips, humps, or transitions that could create tripping hazards. Compact base to manufacturer recommended density. Safety Underlayment: Install a playground rated shock pad underlayment suitable for infant/toddler fall zones and compliant with applicable ASTM standards. Ensure underlayment is installed flush and without gaps, folds, or uneven seams. Turf Installation: Furnish and install playground grade synthetic turf designed for early childhood play environments. Roll out turf, align grain, and trim edges to fit the outlined area. Seam turf sections using manufacturer approved methods and adhesives. Secure turf perimeter to prevent lifting, curling, or displacement. Infill & Grooming: Apply manufacturer approved infill (if required) to achieve proper cushioning, stability, and performance. Groom turf to ensure even distribution and a uniform finished appearance. Final Cleanup & Turnover: Remove all construction debris, excess materials, and waste from the site. Perform a final walkthrough with MAOF representative to confirm: Surface is level and free of trip hazards, Turf is secure and properly installed, and Area is safe for infant/toddler use. Provide manufacturer warranties and maintenance recommendations. Santa Clara Divide Rd will be pulverized and 2 of Caltrans HMA will be paved over the new road base, except for the called-out Helipad area which will be 4 thick asphalt. The road drainages features should collect flow in a single point and discharge at the toe of the slope. Contractor may submit alternative Overside Drain Assembly drawings for consideration so long as it provides the equivalent or better drainage capacity.
