The intent of this solicitation is to establish a pool of qualified Contractors that can provide general public transit related construction and construction related services.

Scope of work to include, but not be limited to; general construction activity related to the Public Transit and Neighborhood Enhancement Division; including bus shelters, structures, enclosures, improvements for buildings, ramps, roadway, walkway, parking areas and related work, landscaping, utility and drainage, illumination, electrical, plumbing, HVAC, fire suppression, carpentry, roofing, signage, and etc.

The overall project includes the associated breakdown of funding sources. It is anticipated that all construction aspects associated with public transit construction projects will be primarily funded with Federal Transit Administration funds, Federal Transit Administration Emergency Relief funds, and Federal Emergency Management Agency (FEMA) as well as State (FDOT) and local County dollars, as depicted in the scope of work and exhibits. Therefore, services associated with each funding source shall be clearly identified and delineated throughout the life of the project.

The Division is seeking the purchase and delivery of plant material for community right-of-way beautification within the Pelican Bay Services Division. Items are purchased on an as required basis and due to the wide variance, and unpredictability of the nature of the needs and budgets.

The Big Corkscrew Island Regional Park (BCIRP) Phase 2B project consists of the next major construction phase in the continued build-out of the regional park. The objective of Phase 2B is to expand recreational amenities, improve stormwater and utility infrastructure, and construct key site elements to support the future operation and function of the park. This phase includes park roadways and parking, fitness courts, utility installations, storm drainage improvements, landscaping, fencing, and the construction of a new weir structure on the Bollt Canal. The work shall be constructed in accordance with the design documents prepared by Q. Grady Minor & Associates, Victor J. Latavish Architect, P.A., Hollis Engineering Consultants, and others.

This solicitation intends to select a Primary and Secondary Contractor to provide the necessary labor, material, equipment, and supervision for the construction and repair of gates and fences for Collier County properties. Types of fencing materials to be used include, but are not limited to, metal, wood, PVC, wrought iron, aluminum, and plastic, in addition to agricultural and security fences. Gates and automated gates may also need to be installed on an as requested basis. Divisions requesting work from the awarded Contractor will be responsible for specifying the type of material and requirements for each job.

The Work consists of demolition and construction of the following items. All of which shall be constructed in accordance with the Drawings and Specifications: 1. Demolish and dispose of existing chemical blend tank including access hatches, internal baffles, weirs, stairway, ladders, handrails, coatings, liners, drains, penetrations, sample tabs, analyzers, chemical piping to the points of termination as indicated on the Drawings.

2. Provide and install new chemical blend tank, including yard piping and appurtenances. B. The work to be performed under this Contract shall consist of furnishing all tools, equipment, materials, supplies, and manufactured articles and for furnishing all transportation and services, including fuel, power, water, and essential communications, and for the performance of all labor, work, or other operations required for the fulfillment of the Contract in strict accordance with the Contract Documents. C. Implied and Normally Required Work: It is the intent of these Specifications to provide the County with complete operable systems, subsystems, and other items of Work. Any part or item of Work, which is reasonably implied or normally required to make each installation satisfactorily and completely operable, is deemed to be included in the Work and the Contract Amount. All miscellaneous appurtenances and other items of Work incidental to meeting the intent of these Specifications are included in the Work and the Contract Amount even though these appurtenances may not be specifically called for in these Specifications. D. Quality of Work: Regard the apparent silence of the Contract Documents as to any detail, or the apparent omission from them of a detailed description concerning any Work to be done and materials to be furnished as meaning that only the best general practice is to prevail and that only materials and workmanship of the best quality are to be used. Interpretation of these specifications will be made upon this basis. E. Except as specifically noted otherwise, provide and pay for: 1. Insurance and bonds. 2. Labor, materials, and equipment.

4. Utilities required for construction.

5. Temporary facilities including sheeting and shoring.

7. Other facilities and services necessary for proper execution and completion of the Work.

Demolition and new construction work associated with the installation of one new 12,000 gallon above ground fuel tank and the refurbishment/conversion of two existing fuel tanks as indicated on drawings.

GENERAL

A. Install products in accordance with manufacturer's instructions.

B. Install grounding electrodes conductor, bonding conductors, ground rods, etc. with all required accessories.

C. Grounding shall meet (or exceed as required to meet these specifications) all the requirements of the N.E.C., the NFPA, and applicable standards of IEEE.

D. Where there is a conflict between these specifications and the above applicable codes or standards, or between this section and other specifications sections then the most stringent or excessive requirement shall govern. Where there is an omission of a code/standard requirement in these specifications then the code/standard requirements shall be complied with.

E. Requirement in these specifications to comply with a specific code/standard article, etc. is not to be construed as deleting of requirements of other applicable codes/standards and their articles, etc.

F. Verify that final backfill and compaction has been completed before driving rod electrodes.

1. Scope of Work

1.1 The awarded Firm(s) must comply with all County Information Technology Division requirements while supporting these programs. These programs reflect systematic approaches to asset management incorporating a collection of business practices and processes supported by data, tools, and information processing related to the core components of asset management as outlined in the International Standards Organizations (ISO) 55000 series of publications which are periodically reviewed and updated.

1.2 The firm(s) shall have knowledge of asset management planning and programs as well as software systems used by the County or are otherwise common or may become common in enterprise asset management. Specialized knowledge related to specific business areas should also be highlighted. As an example, the ability to fuse utility best business practices, utility fiscal rate studies, customer service principles, utility billing and operational systems, and computerized maintenance management systems would be noteworthy for a proposal which can offer a greater depth of support to utility enterprise asset management. While the vendors and software listed below represent the Countys current usage, such usage is subject to change and specialized experience with additional asset management vendors, software, or programs may be desirable over the life of the contract.

1.3 The activities below are representative but not all inclusive of the types of services desired by the County. Additionally, as best practices are revised, implemented, and published throughout various industries, the county desires assistance in modernization efforts as they are appropriate.

1.4 As activities within this scope are completed, the County will require documentation of the work completed. Plans and project schedules (of which the County will have final approval) must be provided for work requested within this scope unless specifically waived in writing by the County. Projects with plans and project schedules will also require deliverables such as reports, recommendations, and road maps as appropriate for the project. Additional documentation to include but are not limited to Standard Operating Procedures (SOPs), workflows, architectural diagrams, technical configuration documentation, special programming/customizations, methodologies for remedial actions, and training materials as applicable. The County has final determination as to which types of documentation are appropriate and applicable.

1.5 Individual work assignments under this scope are expected to vary based on the supported business need. As such the County requires the ability to establish billing based on time and materials or milestone deliverables including a period of ongoing support based on the function of said deliverables.

1.6 Work completed under this scope on behalf of the County will be owned by the County unless waived in writing.

1.7 Review and assist with any enhancements to align business practices to industry standards. Assist in defining improved workflows for enterprise asset management. Identify program needs for existing and new business practices and assist in implementation.

1.8 Assist staff with review of existing plans and the development of written project management plans for future upgrade and expansion requirements. Plans will be organized around best business practices, cost benefit analysis, sound fiscal practices, regulatory requirements, performance goals, customer service goals, asset physical capability, repair/rehabilitation or replacement strategies, level of service measures, and/or support the Capital Improvement Plan (CIP) as applicable to the specific enterprise asset management area.

1.10 Provide guidance on creation of user access, application, and data security in coordination with County policies.

1.11 Provide guidance on creation of protocols, methodology and procedures in interfacing and using software applications and associated data.

1.12 Create, or assist in the creation of, Standard Operating Procedures (SOP) as well as SOP review and evaluation.

1.13 Provide appropriate levels of financial expertise and acumen to ensure desired process and business outcomes where enterprise asset management systems interface with financial systems and support financial planning. Develop/improve strategies for cost/benefit analysis.

1.14 Evaluate, develop, and provide guidance for change management processes for adding and/or removing asset data, software version control, database schema changes, and user requested modifications. Formalize such planning as written documents such that they may be carried out by staff and appropriate software vendors.

1.15 Refine organizational roles and responsibilities.

1.16 Develop training and communication strategies for enterprise asset management and other county staff. Conduct such training and deliver communications aligned to strategies.

1.17 Review of the existing processes to provide guidance on end-to-end business process improvements.

1.18 Provide technical support for geodatabase design, evaluation, optimization and integration.

1.19 Make recommendations to support performance and integration optimization with various enterprise asset management components and policies. Assist in implementation of such recommendations.

1.20 Support updates and improvements to enterprise asset management program components (software, processes, etc).

1.21 Assist in asset onboarding process.

1.22 Review and recommend improvements in the risk evaluation standards, processes, policies, and software solutions. Assist in implementing recommendations.

1.23 Review and make recommendations on warehouse receiving, inventory control, and distribution.

1.24 Review asset lifecycle workflows and documents for potential update.

1.25 Risk Assessment (Business Risk Exposure) development/review.

The purpose of this Invitation to Bid (ITB) is for the City of Naples to obtain prices from qualified underground utility, paving, and drainage contractors to provide all labor, materials, equipment and incidentals required to demo and replace approximately 930 linear feet of alleyway, install approximately 525 linear feet of 18 storm sewer including catch basins, replace existing utilities with approximately 971 linear feet of an 8 water main, a fire hydrant, replace sanitary sewer laterals, including all appurtenances, roadway restoration, etc. for the reconstruction of the alleyway located between Central Avenue and 1st Avenue North from Gulfshore Blvd to 3rd Street North, Naples, FL in accordance with the plans as specified.

The Work includes the full replacement of an existing 300,000-gallon ground storage tank and all associated piping infrastructure modifications with the treatment plant to facilitate the new tank for wet weather and effluent control.

A Stone Conservationist is needed for the stabilization of grave markers within the cemetery for the preservation of the historical cemetery.It is strongly desired that actual stone conservation be executed only by an experienced conservator with experience in historical cemetery preservation to repair and reset any broken or displaced markers.

1. This solicitation intends to obtain contractor services to furnish, install, remove, and relocate trees and palms for county-owned landscape medians, right-of-way (ROW) and maintain properties to sustain the long life of the landscape tree and palm canopy Countywide.

2. The awarded Contractor is required to furnish all supervision, labor, materials, appliances, tools, equipment, facilities, transportation and services necessary for, and incidental to performing all operations in connection with furnishing, delivery, and installation of trees and palms as specified herein.

3. The Contractor is responsible for providing competent and qualified personnel with adequate equipment to perform the work requests. 3. The additional services may require removal and relocation due to roadway turn lane and safety modifications.

4. The scope of work under this section must include, but is not limited to, the following services:

4.1 Purchase and Delivery: Locate, purchase, and deliver all specified trees and palms in accordance with approved specifications and schedules.

4.2 Installation: Properly install, plant, and water all specified trees and palms to ensure healthy establishment and compliance with industry standards.

4.3 Irrigation Integration: Connect to the existing irrigation system and provide a recommended watering schedule to irrigation management.

4.4 Irrigation Components: Furnish and install two (2) Toro Flood bubblers per tree, ensuring proper connection and functionality with the existing irrigation network.

4.5 Staking and Pruning: Stake and prune all specified trees and palms appropriately based on size and species to promote stability and growth.

4.6 Mulch:4 Bags per tree, 12 from the base of the trees and palm.

4.7 Warranty: Provide a one-year warranty for all trees and palms, covering replacement of non-viable plantings as specified.

4.8 Site Restoration: Remove and properly dispose of all excess and surplus materials.

This project will include the repair and resurfacing of one (1) basketball court, including the like-for-like replacement of two (2) basketball goals, and two (2) Bocce Ball courts at Pelican Bay Community Park.

Inspections of all park facilities shall be performed on an as-requested basis. The final inspection schedule shall be determined by the Countys Project Manager or designee. Inspections shall be conducted by a Certified Playground Safety Inspector issued by National Playground Safety Institute or National Recreation and Park Association.

a. The following items of work shall be part of each scheduled inspection. Swings: ensure that all S-hooks are closed tightly on all swing assemblies; ensure that all Shooks are not worn past 40% material loss; should a hook exceed 40% material loss, vendor will remove the swing from service and notify the Division immediately; all partially slashed, damaged or severely weathered swing seats shall be replaced or taken out of service immediately; ensure that all safety straps/bars and chains on all infant swing seats are present and operational; if missing or damaged, vendor will remove from service and contact the Division immediately. Rocking/Bouncing Equipment: All broken, cracked and/or fatigued springs will be taken out of service by the vendor and reported to the Division immediately; as well as any broken, brittle and/or cracked plastic seats and parts. Slides: Ensure the bed way exits of all slides are parallel to the ground; all bed ways, bedrails, handrails and ladders shall be examined for foreign objects, holes, separation at joints and/or cracks and vendor will report to the Division for necessary repairs/replacement immediately. Surfacing: Surfacing material(s) are in good and non-hazardous condition.

b. Safety: Any equipment found to be in an unsafe or hazardous condition will be removed by the vendor immediately from service and reported to the Division.
