Scope of services. Is seeking civil engineering services with knowledge and experience in one or more, but not limited to, the following disciplines: parking lot design, curb and gutter, drainage, paving, underground utilities, and surveying. The consultant shall perform civil engineering services on an “on-call or as-needed” basis for various projects. The scope of work for any project may involve all phases of project development and may include but not be limited to the following: review correspondence from coj, state, and federal permitting agencies requiring a response or action from jacksonville housing. Assist jacksonville housing staff in processing paperwork. Prepare plans (tentative maps, site plans, etc.), specifications, and estimates for capital improvement projects. During the conceptual design phase, the engineer works with the client to develop the overall layout for the site. Review and approve all encroachment permits, parcel maps, final maps, improvement plans, etc. Provide bid administration, construction management, and inspection services for capital improvement projects. Attend city council and planning commission meetings when requested. The housing authority has the right to request interviews with selected respondents. The selected respondents will be given the opportunity to discuss in more detail their qualifications, past experience, proposed work plan, and fee proposal. The interview must include the project team members expected to complete the project. The interview shall consist of a presentation by the respondent, including the person who will be the project manager on this contract, followed by questions and answers. Audiovisual aids may be used during the oral interviews. The oral interviews may be recorded on tape by the evaluation team. Bonds required. Prevailing wages.
