The purpose of this Request for Proposals (RFP) is to solicit competitive sealed proposals for a turn-key Contractor hosted Vehicular Beach Access Payment Collection Service (VBAPCS) solution accepting credit and debit cards and Near Field Communications (NFC) at all Vehicular Beach Access and Inlet Park locations. Proposals shall include procurement, installation, operations, management, and maintenance of a modern, proven, and reliable revenue control system, all related equipment, and staffing for exceptional customer service in a high-paced outdoor environment. Additionally, proposals should include a secured Contractor-hosted payment website for advance digital ticketing and pass sales which will be linked on the County’s Volusia Beaches app to provide the public with real time vehicular beach ramp status updates. Beginning on October 1, 2024, the Contractor must be able to manage the current ticketing system and existing customer annual passes without disruption or loss of service until the proposed hybrid system is fully implemented. 1.2. Background The County of Volusia manages over forty (40) miles of Atlantic Ocean Beaches from Ormond by the Sea to Bethune Beach, including Ormond Beach, Daytona Beach, Daytona Beach Shores, Ponce Inlet, and New Smyrna Beach. Public vehicular access is allowed on seventeen (17) miles of County Beaches via beach ramps at variable operating hours due to turtle surveys, tides, weather conditions, and amount of daylight. Two inlet parks also charge a vehicle entry fee; Lighthouse Point Park and Smyrna Dunes Park. Currently vehicle entry fees are collected year-round through the sale of passes at manned booths located at beach ramps and inlet park entrances. Sales transactions are cash, credit card, or debit card. The county would like to transition into a hybrid automated ticketing system with high volume ramps manned with an attendant at peak hours and low volume ramps to be completely automated without a staffed attendant.
