The purpose of this Request for Proposals (RFP) is to solicit competitive sealed proposals for a turn-key Contractor hosted Automated Paid Parking Services (AMPPS) solution accepting credit and debit cards via mobile payment application, Quick Response (QR) code, near-field communications (NFC), and kiosks in on and off-street parking locations. Proposals shall include procurement, installation, operations, management, enforcement, and maintenance of a modern, proven, and reliable parking control system, all related equipment, and staffing for exceptional customer service in a high-paced outdoor environment. Additionally, proposals should include a secured Contractor-hosted payment website for advance parking pass sales which will be linked on the County’s Volusia Beaches app to provide the public with real time parking lot availability status updates. Background The County of Volusia manages over forty (40) miles of Atlantic Ocean Beaches from Ormond by the Sea to Bethune Beach, including Ormond Beach, Daytona Beach, Daytona Beach Shores, Ponce Inlet, and New Smyrna Beach. There are currently 2,388 designated off-beach parking spaces across 65 locations that do not currently charge for parking. Bonds required.
