The Port of Oakland’s Contract Compliance Department facilitates contracting opportunities for local, small, and diverse businesses while making sure that those who work on those contracts are paid in accordance with local, state, and federal wage and benefit requirements. The Contract Compliance Department also facilitates employment opportunities on Port of Oakland contracts. The Consultant for this contract will provide a software that is able to holistically monitor, track, and audit all of those functions. Specifically, the software must perform and integrate the following functions: monitor contract payments; track and audit contractor/consultant and subcontractor/subconsultant utilization; provide FAA required real-time contractor/consultant utilization data; maintain concession lease and revenue data for the purpose of USDOT required reporting; generate annual FAA uniform reports based on contracts and airport concession leases; capture, track, and audit certified payroll in accordance with local, state, and federal wage/benefit and utilization requirements; capture, track, and audit nonconstruction workforce wage/benefit and utilization requirements on leases, professional services contracts, and construction contracts in accordance with local, state, and federal participation requirements (e.g., Maritime Aviation Project Labor Agreement (MAPLA), Port of Oakland Labor Pool Policy, Port of Oakland First Source).
