City of Napa (City) is seeking proposals from qualified firms that can lead Process Improvement efforts and provide recommendations for change to our Development Services line of business. Development Services within the City involves Community Development (Planning and Building), Public Works, Utilities, City Attorney’s Office and Fire Departments (collectively Development Services Departments).The City recently completed Process Improvements for Development Services with a focus on the planning entitlement process, building permitting, and customer service. The City desires to continue working on process improvements emphasizing the Public Works Department aspects of the improvement plan and final map approval, encroachment permits and building permits. The primary aim of this project is for the City of Napa to deliver exceptional customer service while enhancing the efficiency of development services and aligning with standards set by other high-performing cities. This will improve consistency and predictability across the departments that contribute to development services and streamline the process with a customer service focus consistent with high-functioning Development Services in comparable cities in the region and state.
