The City of Rocklin is soliciting proposals from qualified firms to provide professional services for the At-Grade Railroad Roadway and Pedestrian Improvements Project. This project is partially funded with federal grants, and must be administered in accordance with the Caltrans Local Assistance Procedures Manual (LAPM). Project description: The City of Rocklin desires to install roadway and pedestrian improvements at various atgrade railroad crossings, including: 1. Farron Street 2. Midas Avenue 3. Del Mar Avenue 4. Dominguez Road (spur) The primary objective of the project is to establish safe and ADA compliant pedestrian connectivity across the railroad tracks with all other improvements as of secondary importance. The City has conducted site visits and prepared an order-of-magnitude cost estimate (Attachment A) to assist in prioritizing potential improvements; Attachment A also includes a conceptual design for the Farron Street crossing as the basis of the orderof-magnitude cost estimate. Based upon this preliminary review, the City desires to prioritize track crossings as follows: Farron Street – has no pedestrian connectivity, Del Mar Avenue – has no pedestrian connectivity, Midas Avenue – has non-ADA compliant connectivity, and Dominguez Road – has no pedestrian connectivity. Anticipated project improvements at these locations include, but are not limited to, the following: curb, gutter, sidewalk, curb ramps, storm drain system, minor traffic signal modifications, full width grinding, hot mix asphalt overlay, signing, and striping. It is anticipated that other improvements not currently planned may be required by the Union Pacific Railroad (UPRR) or California Public Utilities Commission (CPUC), including installation of pre-cast concrete slabs at the railroad itself. Proposers should be aware that the mainline track crossings all reside within an existing Quiet Zone, and thus have primary and supplemental safety measures (SSMs) installed. If UPRR or the CPUC does not require the Dominguez Road crossing to have significant upgrades, including flashers, bells, gates, etc., and allows the City to move forward with strictly pedestrian improvements, this crossing may move forward into design, however, this is an unknown item at this early stage. Once diagnostic reviews are conducted, the City and Consultant can better ascertain what crossings will move into final design. It is anticipated at this early stage that all four crossings will be included in the CEQA/NEPA documents, however, this is subject to change. DBE goal is 25% Prevailing wages.
