Renovation of a transportation facility in Yuma Proving Ground, Arizona. Completed plans call for the renovation of a transportation facility. Furnishing of all labor, equipment and material as required by the Contract Documents for the Airport Access Control System Project at the Yuma International Airport. Pursuant to A.R.S. 34-201, the bid must be accompanied by a certified check, cashier's check, or surety bond - payable to the Yuma County Airport Authority, Inc. - for at least ten percent of the total bid price as a guarantee that the bidder will enter into a contract to perform the bid in accordance with the plans and Project Manual, within 10 days after the Notice of Award. The Successful Bidder shall be required to execute and to provide a Payment Bond and a Performance Bond, each in an Amount of not less the one hundred percent (100%) of the total value of the Contract awarded to him, with a satisfactory surety or sureties for the full and faithful performance of the work within ten (10) days of receiving Notice of Award. The Project is a Federal Aid Project under the provisions of the Airport and Airways Safety and Capacity Expansion Act of 1987. Certain mandatory Federal requirements are included in the Contract Documents, including the Buy American Preference, Foreign Trade Restrictions, Davis Bacon Wage Rates, Affirmative Action, Government-wide Debarment and Suspension, and Government-wide Requirements for a Drug Free Workplace. The Bidders attention is also invited to the Federal Contract Provisions pertaining to Federal requirements regarding labor provisions, Equal Employment Opportunity (EEO) and Disadvantaged Business Enterprise (DBE) requirements. The Yuma County Airport Authority, in accordance with Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. It is the policy of the Yuma County Airport Authority that Disadvantaged Business Enterprises (DBEs) as defined in 49 CFR Part 26 shall have an equal opportunity to participate in the performance of contracts and subcontracts financed in whole or in part with Federal funds. Consequently, the DBE requirements of 49 CFR Part 26 apply to this Contract. The Contractor agrees to ensure that DBEs have an equal opportunity to participate in the performance of this contract. In this regard, all Contractors shall take all reasonable steps to ensure that DBEs have an equal opportunity to compete for and perform contracts. Contractors shall not discriminate on the basis of race, color, or national origin or sex in the award and performance of FAA or ADOT assisted contracts.
