TAMC has been planning the extension of rail service to Monterey County (the “Monterey County Rail Extension Project”) for over a decade. This station project is “Phase 2” of that larger project. In that time, TAMC has completed a state-required Project Study Report (PSR) and certified an Environmental Impact Report (EIR) and Addendum to comply with the California Environmental Quality Act (CEQA). There are two operational scenarios for the Pajaro/Watsonville Multimodal Station. In the first scenario, called the “Initial Service” in the Monterey Bay Area Rail Network Integration Study2 , the station will be served by a regular passenger rail connection between Salinas and the San Francisco Bay Area provided by Caltrain and/or the Capitol Corridor, the Coast Starlight, and connecting bus service, as described in the 2018 California State Rail Plan. In the longrange scenario, the “Vision Service”, the goal is to build out the regional rail network to include passenger rail from Santa Cruz to Monterey around the Monterey Bay and to increase the frequency of long-distance rail and local and regional bus service. The “Initial Service” scenario has been cleared under the California Environmental Quality Act (CEQA), but that evaluation needs to be updated with the expanded footprint of the “Vision Service” scenario. Neither scenario has been cleared under the National Environmental Policy Act (NEPA), although an internal administrative draft NEPA document was prepared for the “Initial Service” scenario. TAMC is leading the environmental review of the Pajaro/Watsonville Multimodal Transit Hub Station in order to move into an update of the 60% plans, specifications, and estimates (PS&E) to bring it to final design, and right-of-way acquisition for the station, positioning the project to apply for construction funding. Additionally, the environmental review will enable the project to compete for state, federal, and private matching grant funds. The selected consultant can be a firm, a consortium of firms or an individual, but must demonstrate to TAMC’s satisfaction the following qualifications: Knowledge of and experience with: a. Passenger rail projects involving Union Pacific Railroad b. Rail station design that may have features applicable to this project c. Familiarity with Monterey County d. Preparation of clear and concise environmental documents
