Gwinnett County is soliciting competitive, sealed bids from qualified suppliers for the Restoration of Landscape and Concrete Resulting from Utility Repairs on a Multi- Year Contract of five (5) years for the Department of Water Resources (DWR).

The County intends to select and award to two (2) contractors for this contractor. The primary contractor will be the lowest responsive, responsible bidder and will be the main contractor for this contract. The next lowest responsive, responsible bidder will be the secondary contractor for this contract. If the primary bidder is unable to schedule and complete restoration task at a specific location within twentyone (21) days of the work order being issued, the County representative may contact the secondary vendor to perform the work. The County may or may not require the services of the secondary during the contract period. They will only be used if the primary is unable to perform the services within the specified time frame. If both contractors are unable to perform services within the time specified, the County may choose to assess penalties per the contract.

This contract is for the restoration of public and/or private property that has been damaged, harmed, changed, touched, or otherwise affected in some way by the activities of the Gwinnett County Department of Water Resources. These activities include but are not limited to planned, unplanned, and/or emergency repairs and maintenance projects in, on, and around County easements, roads, and right-of-way, County property and facilities, State and Municipal rights-of-way, and privately owned residential and commercial properties.

Restoration of these sites may include but are not limited to, minor to moderate asphalt reconstruction of roadways, concrete flat work, construction/reconstruction of minor drainage structures, sidewalks, curb and gutter, driveways, grading, landscaping, irrigation repair, masonry structures, fence, removal and disposal of unsuitable material and other inert debris.

The work consists of the following major elements: Furnishing all products and performing all labor necessary for the rehab of the influent pump station at the Linwood WRF located at 500 Linwood Drive, Gainesville, GA 30501. The work will include the demolition of a concrete baffle wall in the existing wet well, the construction of a new baffle and divider wall with slide gates, the installation of a surge tank, construction of a small compressor building, replacement of four 20 check valves, concrete repair inside the wet well, DIP piping, and long-term by-pass pumping of active sewage

The City of Gainesville Department of Water Resources is seeking the services of an MV/LV/HV Switchgear Contractor (who specializes in circuit breaker refurbishment and switchgear maintenance) for the preventative maintenance services and repairs of circuit breakers, switchgear, motor control centers (MCCs), and protection relays for the Citys 12.470kV and 480V electrical distribution systems. This scope includes the craftsmen, special test equipment, materials and tools as required to perform both corrective and preventative maintenance services on the Citys electrical equipment. This will include but not be limited to; inspection, maintenance, and repairs of circuit breakers and associated circuit breaker equipment within the switchgear for each breaker identified, MV and LV switchgear, motor control centers, and protection relay replacement and testing. The project includes the Citys SCADA monitoring and control system at one (1) office location, with Remote Telemetry Units (RTUs) at one (1) booster pump station, two (2) elevated tank sites, and one (1) well house site. The selected Integrator will be required to coordinate all SCADA system design, installation, and configuration with the Citys Information Technology (IT) Department to ensure network security, proper firewall configuration, and secure remote access in accordance with industry cybersecurity best practices.
