New Pump Station No 0374 and 700 Lf Of Force Main And 450 Lf Of Gravity Sewer, Miami, FL

The Project, including mobilization and demobilization, consists of all materials, labor, and equipment necessary to construct a fully operational PS No. 0374. The scope includes installation of 103 linear feet of 6-inch, 347 linear feet of 8-inch, and 250 linear feet of 12-inch ductile iron pipe and ductile iron fittings for the sewage force main, and 228 linear feet of 8-inch and 198 linear feet of 10-inch C900 PVC pipe for the gravity sewer system. It also includes verification and soft excavation (soft dig) of underground utilities prior to the commencement of work. The project involves the removal of one (1) existing plug and connection to an existing 12-inch sewage force main using a 12-inch solid sleeve. It includes furnishing and constructing automatic air release valve assemblies for the sewage force mains and providing mechanical joint restraints. A core drill connection will be made to an existing gravity sewer manhole to tie in the proposed ductile iron gravity sewer. Additionally, four (4) sanitary sewer manholes will be furnished and constructed to connect the 8-inch C900 PVC gravity sewer along NW 199th Terrace and the 10- inch C900 PVC gravity sewer along NW 27th Court. An existing 6-foot wet well will be converted into a manhole with a concrete protective coating. The project includes furnishing and installing two new submersible FLYGT NP 3153.095 pumps, each with 253 mm impellers, 15 HP, and operating at 1755 rpm, along with all related equipment. All pipes, fittings, and appurtenances for the proposed PS will be furnished and installed, including emergency pump-out piping connections and a water line with a backflow preventer. A new valve vault, including check valves and all necessary connections, will be installed over a 6-inch-thick bedding layer of FDOT No. 57 crushed stone. The project also includes furnishing and installing the electrical and control systems, including all necessary electrical wiring and conduits. A 6' high black aluminum picket fence with a Podocarpus shrub border will be constructed. New plastic bollards will be installed, existing ones will be relocated, and the existing gate will be repositioned and fitted with a new No Parking sign.". An asphalt driveway and pavement will be furnished and installed, including pavement markings and signage at NW 199th Terrace, NW 27th Court, and NW 199th Street. Sheeting and shoring designated by the Engineer will be left in place. Additional suitable backfill will be provided, if necessary. All materials, equipment, and supplies necessary for cleaning and testing the mains will be furnished. The project also includes cutting, dewatering, filling with flowable fill, and capping of existing ductile iron sewage force mains, as well as furnishing and constructing a reinforced concrete protective slab. Demolition will involve the removal of existing asphalt pavement, sidewalk, and sod, including the transportation, salvage, and legal disposal of demolition debris. Traffic control measures will be implemented throughout construction. Temporary and permanent replacement of any damaged pavement, driveways, sidewalks, concrete medians, curbs and gutters, sod, landscaping, and pavement markings will be carried out. Electrical work includes the installation of a light pole inside the easement of PS No. 0374. Coordination with FPL will be required for the provision of a new electrical service from a new pad-mounted transformer. Finally, all mechanical work, Pump Station startup, and system testing will be completed. This includes testing with the presence of both the incoming gravity sewer pipe and the effluent force main, as well as full testing of the gravity and force main pipelines. The project also includes all other appurtenant and miscellaneous items necessary to deliver complete, satisfactory, and fully functional installation. PS No. 0374 is located at 19920 NW 27th Court, Miami Gardens, FL 33056, in Section 33, Township 51 South, Range 41 East, within the City of Miami Gardens, Miami-Dade County, Florida.

Prospective bidders shall visit and carefully examine the site to familiarize themselves with all existing conditions prior to bid. Bidders shall carefully review approved plans and quantify devices to be installed. Bidder shall be responsible for measuring and calculating amount of work. Bid price is to include the removal and proper disposal of all work-related debris. The project consists of, and is not limited to, furnishing all materials, labor, services, supervision, tools, equipment, including all associated permits, and all other items necessary for the successful completion of the project to renovate and modernize the existing Jury Pool Room (approximately 6,016 square feet) located on the seventh floor of the Richard E. Gerstein Justice Building. The scope includes the replacement of finish materials, plumbing fixtures, and ceiling systems to enhance functionality, aesthetics, occupant comfort and energy efficiency. The renovation is classified as a Level 1 Alteration under the Florida Building Code Existing Building (2023 Edition). As such, the work will be limited to removal and replacement of existing materials and systems without structural modifications or reconfiguration of space layout. The work will require project phasing, as proposed in Bid Documents. The scope entails the following: 1. Finish Materials Replacement: Removal and replacement of existing carpet with durable, low-maintenance carpet tile. Coordination with Building Management and Clerk of Courts & Comptroller staff to minimize disruption to daily operations. Implementation of dust and noise control measures to limit impact on adjacent spaces. o Work areas are to be maintained in a neat and orderly condition at all times. Tools, materials, and debris shall be stored or disposed of daily to ensure uninterrupted access and security for the operations of the Jury Pool Room participants and Clerks personnel. o The Contractor shall maintain a secure, clean, and unobstructed work area at all times. The work zone shall be clearly demarcated and enclosed with reinforced poly sheeting temporary walls. These barriers shall include zipper access doors to allow authorized passage while preventing unauthorized entry. Barriers shall be installed in a manner that prevents dust, debris, or personnel from entering the Jury Pool Room. Scheduling work in phases as required to maintain functionality of portions of the Jury Pool operations and facility. Jury Pool operations must include access to snack bar and restroom facilities at all times. The purchase of furniture shall not be included in the scope of work of this contract. The prospective bidder shall include in his/her bid, provisions for all conduit and infrastructure (as required). Bidder is responsible for coordination of installation. Installation by others. All low voltage, data, security and access control shall be installed by a separate vendor and coordinated by the awarded contractor. A minimum of one hundred fifty (150) available seats shall be maintained at all times to support ongoing jury operations. Phasing plans shall clearly demonstrate how this seating capacity will be preserved during each stage of construction. 3. The Contractor shall ensure that jurors retain uninterrupted access to essential amenities, including restrooms and the snack bar, directly from within the secured interior of the jury assembly area. At no point shall jurors be required to exit the controlled assembly space to access these facilities. 4. To accommodate construction within restroom areas, the Contractor shall implement a temporary reconfiguration strategy. This may include converting multi-user restrooms into singleoccupant facilities to maintain accessibility for all users. During construction, one restroom may serve as a shared single-occupant male/female facility while work is performed in the adjacent restroom. Upon completion of work in the first restroom, this arrangement shall be reversed to allow construction in the second restroom while maintaining continuous restroom availability. a. The Contractor shall be responsible for furnishing and installing all temporary hardware and modifications required to support single-occupant restroom use, including but not limited to privacy locks, occupancy indicators, and appropriate signage. All temporary installations shall be code-compliant, safe, and removed upon completion of the work, restoring the restrooms to their original multi-user configuration. 5. Phasing plans and restroom modification strategies shall be submitted for review and approval prior to commencement of construction and shall be coordinated closely with the Clerk of Courts and building management to ensure minimal disruption to operations. Included in the Bid Documents are Asbestos Survey Reports that were performed for the entire REG Justice Center facility, inclusive of the 7th FL. The reports indicate negative results of the presence of materials in the specified areas of work and therefore abatement services are not required for pre-renovation. The project dry-run submittal has been approved by Miami-Dade County (MDC) Building Department. The process number with MDC is C2025167738. The contractor shall be responsible for verifying all fees and bid shall include all verified permit fee amounts. The contractor shall be responsible for obtaining all required permits/sub-permits for the project. At the close of the project, Contractor shall submit all documentation, warranty, equipment specifications, etc. The project is located at 1351 NW 12th Street Miami, FL 33125. 1.1 SCOPE OF WORK A. This Section describes the project in general and provides an overview of the extent of the work to be performed under this Contract. Detailed requirements and extent of work is stated in the applicable Specification sections and shown on the Plans. The Contractor shall, except as otherwise specifically stated herein or in any applicable parts of the Contract Documents, provide and pay for all labor, materials, equipment, tools, construction equipment, and other facilities and services necessary for proper execution, testing, and completion of the work under this Contract. 1.2 SPECIFICATIONS A. The Specifications included in these Contract Documents establish the minimum performance and quality requirements for materials and equipment with the minimum standards for quality of the workmanship and appearance. Generally, there has been no attempt to separate the Specification sections into groups for the work of separate subcontractors, or for work to be performed by the various trades. Should there be any question as to the interpretation of any particular Specification section or part of Specification section, such question should be directed to the Department prior to the submittal of a proposal for the work under this Contract. B. The work shown on the Plans is intended to be comprehensive and descriptive, not an exact and complete representation of the actual finished work. Installed work shall include fittings, joints, supports, nuts, bolts, and all other accessories required to provide complete and satisfactory systems as specified, even though some items may not be specifically shown on the Plans. C. It is the intent of WASD to obtain a complete functional, satisfactory and legally operable installation under this project, and any items of labor, equipment or materials which may be reasonably assumed as necessary to accomplish this end shall be supplied whether or not they are specifically shown on the Plans or stated herein. The Contractor shall provide all materials for the project unless they are specifically called out in these specifications as being supplied by the Department. The Contractor shall also supply all other labor, material or equipment required to preclude damage to or loss of functionality of any existing facility or system. D. No request for additional compensation or Contract time (except for a non-compensable item extension at the sole discretion of the Engineer, whose decision shall be final) resulting from encountering utilities or structures not shown, or differing in location or elevation from that shown, will be considered. The Contractor shall explore sufficiently ahead of the Work to allow time for any necessary adjustments without delay to the progress of the installation. Cost due to delays occasioned by encountering utilities or structures which could have or should have been discovered by timely exploration ahead of the work shall rest solely with the Contractor. 1.3 REASONABLY IMPLIED PARTS OF THE WORK SHALL BE DONE THOUGH ABSENT FROM SPECIFICATIONS A. Upgrade Sewage Pump Station No. 0382, Miami, FL

SCOPE A. The project consists of furnishing all materials (except those listed in Section 4.00 Materials and Equipment Furnished by The Department), labor, equipment, tools and other facilities and services necessary for proper execution, testing, and completion of the work required to Upgrade Sewage Pump Station No. 0382 and place the upgraded pump station at its new approved location. This includes, but is not limited to, site preparation, demolition work, installation of new structures, installation of mechanical and electrical equipment, and restoration of impacted areas. Site preparation may require clearing and grubbing prior to demolition and construction work. The Contractor shall provide uninterrupted by-pass pumping capabilities and by-pass for electrical service for the existing pump station flows and power during all construction time and until the new pump station is completely operational; the bypass system shall have a flow and head capacity equal to or greater than the proposed pumps; tested and accepted by the Owner and regulatory agencies (see by-pass requirements on Section 8.00 Measurement and Payment). The Contractor shall also be required to design, obtain approval, implement, and maintain a Maintenance of Traffic Plan (MOT) during construction activities, as required. Additionally, the Contractor shall comply with the best management practices for stormwater pollution prevention, including control of erosion and sedimentation during construction activities, such as installing silt traps in all stormwater drainage inlets close to the project site. Demolition work includes, but is not limited to: removal and proper disposition of all internal components on the existing wet well and dry well, including but not limited to pumps, piping, valves, fittings and ladders; removal of existing pump station control panels and other electrical equipment, including but not limited to the meter base, disconnect devices, pullout and junction boxes, and all related conduits and wiring, including the buried feed line (Note: All salvageable equipment and materials shall be given back to the Department. The remote terminal unit - SCADA/RTU - shall be removed and provided back to WASD); removal/demolition of wet well chimney and abandon existing wet well; removal/demolition of dry well chimney and abandon existing dry well; demolition of concrete steps outside dry well; and filling of the remaining pits with suitable fill; cap and filling with flowable fill of approximately 1,295 linear feet of existing 4-inch ACP (asbestos cement pipe) force main, from the existing valve vault up to receiving manhole MH I-30; rehabilitation of existing manhole (MH I-30) as shown on plans; cap and fill with flowable fill 128 linear feet of existing 8-inch sanitary sewer, and 126 linear feet of water main service line; removal of approximately 67 linear feet of existing 8-inch sanitary sewer; removal of existing pump station appurtenances, backflow preventer and air vent; removal of approximately 137 linear feet of chain link fence and gate, removal of grass, and all other items deemed necessary to be removed to leave the property ready to be restore. The Contractor shall modify the flow pattern in the existing manhole. Coordinate with Miami-Dade Water and Sewer Department (MDWASD) for the salvage of any other material and/or equipment in addition to the mentioned above. The Contractor shall furnish and install new equipment and materials such as: new wet well with top slab and aluminum watertight hatch, new valve vault with top slab and aluminum watertight hatch; new duplex 15 HP submersible pumps and related equipment as specified on plans, all piping, valves, fittings and appurtenances for new pump station discharge and EPO connection; new 8-inch ductile iron pipe (DIP) discharge piping force main (approximately 123 LF total), and connecting to the existing 8-inch force main on site; new manhole, 66 linear feet of 8-inch gravity sewer influent line; new sump pump and its discharge piping at the valve vault; new concrete platform for electrical controls and facilities; new concrete slab for backflow preventer; 28 linear feet of 1-inch HDPE water service line, 10 linear feet of .-inch type K cooper water service line, including hose bibb with backflow preventer and protective cage; new control panel, electrical service, electric meter, main disconnect, motor connection box and SCADA antenna, including mounting structures; new electrical conduits and wiring for power, controls and grounding, including grounding rods and test wells. Contractor will install new remote terminal unit (RTU) with new enclosure. Contractor shall coordinate with FPL the power connection. The Contractor shall furnish and install sod, concrete sidewalk, asphalt pavement, and all other areas and surfaces impacted during construction (as required) to maintain the site in equal or better condition as the existing. This includes the full restoration of disturbed areas and the furnishing and installation of landscape elements, such as Bahia sod, Beach Creeper (Ernodea Littoralis), Sabal Palmetto, and Simpsons Stopper, as shown in the plans. All work under this scope will be compensated as an aggregate sum, in accordance with the cost breakdown approved by the Engineer. In addition, the Contractor shall provide start up and testing of the new facilities, and other appurtenant and miscellaneous items, services, and work for a complete, satisfactory, and functional installation. This may include dewatering and disposal of product water as needed.. B. Pumping Station 0382 is located at 17060 NW 84 Court, Miami, FL 33015. C. The Department reserves the right to issue the Notice to Proceed (NTP) to the Contractor at any time after the Award Letter has been issued. D. SCOPE OF SERVICES The Awarded Bidder(s) shall furnish, install, operate, and maintain laundry equipment throughout County facilities. These washers and dryers shall be distributed throughout Miami-Dade County to include marinas, harbors, campgrounds, and the housing developments, including the Adult Living Facilities (ALF) as needed. A. Equipment Requirements Laundry Facilities for the Housing and Community Development Department (HCD) The washers and dryers shall be coin-operated and have the capacity to hold a 14-pound load. The equipment shall be new, energy star rated and water efficient. Laundry Facilities for the Parks, Recreation, and Open Spaces Department (PROS) The washers and dryers shall have the option of being coin-operated and/or have a card-reader installed for electronic payments and have the capacity to hold a 14-pound load. The equipment shall be new, energy star rated and water B. Installation All sites are equipped with complete connections for the installation of washers and dryers. The Awarded Bidder(s) shall be responsible for the complete installation of all laundry equipment. Installation shall include, setting in place and connecting to existing water, electrical, sewer, and exhaust systems. The Awarded Bidder(s) shall furnish all labor, materials, supplies, and services necessary to connect all laundry equipment to the existing utilities at their own expense. Installation of the machines shall conform to the South Florida Building Code, and factory-approved installations. The Awarded Bidder(s) must be familiar with all laws, ordinances, rules, and regulations that may in any way affect the work. The Awarded Bidder(s) shall coordinate the installation of their machines with the current vendor and the County and ensure that the delivery and installation of the required washers and dryers outlined in this solicitation are completed within thirty (30) calendar days of the award of this contract. The Awarded Bidder(s) must check-in upon arrival, and check-out after installation with the site manager. In the event of an emergency work order, the delivery time must be no later than seven (7) calendar days. Site managers may verify that the work has been performed successfully. The Awarded Bidder(s) shall also be required to provide adequate training to County staff on the appropriate use of equipment, if necessary. C. Installation, Maintenance, or Repair Work Schedule No installation, maintenance, or repair work shall be done on Saturdays and Sundays, or on any weekdays between the hours of 5:00 P.M. and 8:00 A.M., unless authorized by the County. D. Removal and Transition The Awarded Bidder(s) shall prepare a transition plan for transitioning operations of the County owned laundromats upon expiration date of this contract to prevent a lapse in services. In the final months of the contract, and in the event that a new vendor is awarded for these services, the County will coordinate with the Awarded Bidder(s) to execute a transition schedule in accordance with the Awarded Bidder(s) transition plan. This transition schedule shall identify the timeframe for the removal of the Awarded Bidder(s) washers and dryers on a phased basis. E. Maintenance/Repairs and Replacement The Awarded Bidder(s) shall maintain the washers and dryers in working condition at all times during the contract period. The County reserves the right to determine the condition of the equipment. At no time shall any machine be out of service for more than 24 hours after receiving notice of the service required by the County. If a machine is out of service for more than 24 hours, the Awarded Bidder(s) must provide a temporary machine until the existing machine is functional.
