The City of Pembroke Pines is seeking bids from qualified firms, hereinafter referred to as the Contractor, to construct a stormwater pump station and associated utility improvements, including all labor, materials, equipment, permitting, and coordination necessary to complete the work, in accordance with the terms, conditions, and specifications contained in this solicitation. A. The utility work shown on the drawings includes the design and construction of a stormwater pump station located near the western limits of the City of Pembroke Pines. The project includes the installation of a duplex submersible pump system to re-channel seepage from Conservation Area 3A into the Everglades via the SFWMD S-9A Pump Station. Work includes site grading, construction of a pump station wet well, installation of electric pumps, control panel, automatic transfer switch (ATS), permanent backup generator, associated electrical improvements, hydraulic piping, SCADA accommodations, and discharge connections. Additional work includes permitting, environmental coordination, paving, restoration, and coordination with multiple regulatory agencies including SFWMD, SBDD, FDOT, and FDEP. B. The work associated with this project involves active force mains that are within the Rights-Of-Way (ROW) or property owned by the City. All work activities shall be required to be in accordance with the permits issued by the respective agencies. All work performed will be required to be done while maintaining the functional operation of the utility lines. C. All materials, equipment, skills, tools, and labor which is reasonably and properly inferable and necessary for the proper completion of the Work and in compliance with the requirements stated or implied by these Specifications or Drawings shall be furnished and installed by the CONTRACTOR without additional compensation, whether specifically indicated in the Contract Documents or not. D. Repair, replace, or otherwise settle with the OWNER or OWNERS Representative, if damage to property or existing facilities occurs, including damage to pavements, utilities, lawns, structures, etc. E. Construct the Project under a Unit Price Contract. F. The CONTRACTOR shall perform the work complete, in place, and ready for continuous service, and shall include repairs, testing, permits, clean up, replacements, and restoration required because of disruptions caused during this construction. G. Any damage that occurs through the fault of the CONTRACTOR, shall be completely restored at the expense of the CONTRACTOR, based upon current City standards. H. Pipe Manufacturer shall provide training for CONTRACTORS personnel on the proper methods of handling, installing, joining and backfilling of all mains. I. Contractor shall verify location and depth of existing utilities to determine actual need for utility line transitions. Section 5.08 of the City Charter requires that each year the City Manager prepare and submit to the City Commission, as part of the budget package, a Capital Improvement Plan (CIP) for the 5-year period following the new budget year. The CIP is a planning document and does not authorize or fund any projects. However, all projects are reviewed by the City Manager, Assistant City Manager, and Finance Director during the CIP preparation process. The CIP includes both capital outlay and capital projects. Capital outlay refers to purchases of long-term assets costing $10,000 or more with a useful life over one year. Capital projects are specific large-scale initiatives that involve planning, funding, and managing capital improvements or infrastructure work. The proposed project involves the design and construction of a cost-effective two-lane roadway along 208th Avenue, within an area that is partially developed and constrained by existing infrastructure and multiple ownership jurisdictions. Portions of the corridor near the Waste Management facility are already constructed, while other segments require new development, including a critical bypass or bridge solution adjacent to the Pembroke Pines Fire Training Facility. The project must also address canal modifications to support roadway alignment and drainage, as well as coordinate with property owners such as the Walden Lake Homeowners' Association and the South Florida Water Management District (SFWMD) to secure necessary easements and approvals. This solicitation is being conducted in accordance with the Consultants Competitive Negotiation Act (CCNA), Florida Statutes 287.055. Due to the anticipated construction value of individual projects, the City will not be utilizing its continuing contracts for these services.

Small Concrete Continuing Services Construction Contract, West Palm Beach, FL

Scope of Work: A. Irrigation systems shall be constructed using sprinklers, valves, piping, fittings, controllers, wiring, etc. of sizes and types as shown on the drawings and as called for in these specifications. The system shall be constructed to grades and conform to areas and locations as shown on the drawings. Sprinkler lines, valves, piping, wiring, etc. are essentially diagrammatic. Minor adjustments in location to suit field conditions are anticipated. Major relocations shall have prior approval of the Department. Unless otherwise specified or indicated on the drawings, construction of the irrigation system shall include furnishing, installing and testing of all mains, laterals and fittings, furnishing and installing of sprinkler heads, gate valves, control valves, controllers, and control wires, etc.; all necessary specialties and accessories such as backflow preventers, pump stations, excavation and backfill, and all other Work in accordance with the plans and specifications as required for a complete system. B. The Contractor shall obtain all permits and pay required fees to any governmental agency having jurisdiction over the Work. Inspections required by local ordinances shall be arranged as required. Upon completion of the Work, satisfactory evidence that all Work has been installed in accordance with the ordinances and code requirements shall be furnished to the Department. C. While working on medians or on the roadside, proper traffic control shall be used to protect workers and the public. Traffic control operations for installation and for future maintenance shall be in accordance with the Palm Beach County Streetscape Standards Manual, dated October 29, 2003, and as stated in the Maintenance of Traffic Section in these Contract Documents. All Work shall be done in accordance with all local and state codes and standards. All above ground apparatus and structures that are installed shall be kept a minimum of 6' from the adjacent travel lane.
