This project involves the reconstruction of the Camp Pond Dam located approximately at 5016 Richland Drive Raleigh, NC 27612 in response to Notices of Deficiency issued by North Carolina Department of Environmental Quality Dam Safety (Dam Safety). Camp Pond Dam is categorized as a small, high hazard potential earthen dam by Dam Safety (State ID number WAKE-198), and is privately co-owned by four residents. The City of Raleigh (City) is in the process of purchasing permanent easements to take full ownership and operation responsibility of the dam. The City maintains the public right-of-way for Richland Drive that crosses the dam. Richland Drive is the only access to the Lakeland Woods neighborhood south of Camp Pond Dam, and access must be maintained at all times. The dam has a structural height of approximately 23 feet, a surface area of approximately 4 acres, and a maximum impoundment capacity of 13 acre-feet per the NC Inventory of Dams Data Sheet.

Removal of existing EPDM single ply membrane, existing metal trim down to existing insulation and fiberboard (if any) and the recovering of roof with new 3/8" gypsum core boards with fiberglass facer mat (Dens Deck ProFast Prime Roof boards, or equivalent and a new 60 mil, reinforced, smooth white, fully adhered TPO membrane roofing system with 20 year NDL manufacturer's warranty. Contractor is responsible for the legal disposal of all debris. The existing insulation and roof deck shall remain in place. Where there are existing roof drains, they are to remain, provide new bolts in the clamping, compression rings. Where the clamping, compression rings are damaged or broken, provide new cast iron clamping, compression rings with new cast iron domes. Plastic domes and retrofit-type drains are unacceptable. All metal trim, (coping, counter flashings, termination bars shall be new.) If there is epdm run up wall behind metal trim, we want TPO run up the same way. If that is not possible contact owner with an alternative. Metal cap flashing shall be prepainted aluminum. Provide a one-piece cap flashing with continuous cleats each side at the top of exposed parapet walls. Provision needs to be made for expansion and contraction. Metal cap flashing shall be in 10 Foot lengths unless shorter pieces are required. Gravel stops, perimeter edge (coping), counter flashings facia shall be formed of prepainted aluminum, 10-foot minimum sections, extending on roof not less than 4". Existing scupper locations shall be reused for new scuppers. All scuppers shall be replaced by prepainted Kynar finish matching existing gutters and coping metals. The cost of all required inspections and permits (opening and closing of permits) shall be the responsibility of the contractor. Upon completion of roofing work, contractor will furnish to the owner The Roofing Systems Manufacturer's 20 year (or longer) Full Value NDL Full System Warranty on materials and of the Roofing System, roofing, insulation, flashing and sheet metal work, 10 year water tightness warranty and a 2 year Contractors workmanship warranty (guarantee) against leakage and defects due to workmanship and / or negligence by contractor. When inspection is called for, owner shall be informed and on site when inspected by representative of roofing manufacturer.
This project shall include a 2,500 square-foot, Operations Center 50% will include office space, break room, two ADA restrooms and amenities; 50% will be a shop for minor maintenance and supply storage. A small garage/storage area off the side of the maintenance shop to store an air compressor and oil tank. This facility will have a transport-sized auto-gas propane fueling station for ICPTA vehicles, a well-lit asphalt parking lot large enough to store 20 transit vehicles, secure fencing around all ICPTA vehicle storage areas and a security system with cameras. A comparison of the entire facility being equipped with HVAC versus just the office space should be made for final decision as well as a generator capable of powering the entire facility.
