The NC Department of Public Safety invites experienced design firms to submit qualifications to provide design, bidding, construction administration, and closeout services for the renovation of six (6) residential Group Homes located in Chowan, Craven, Hertford, Macon, Robeson, and Wayne counties. All of the group homes are approximately 4,000 SF, single story facilities that share the same design and were constructed in the early 1990s. The scope of work for each group home will include, but is not limited to, renovations to HVAC, roof, kitchen, bathrooms, interior & exterior finishes, site, and parking. Full design services are required and will include all submittal requirements for the State Construction Office for all submittal phases. Cost Estimates will be updated at each design phase with each SCO submittal. Technical specifications, bidding services, construction administration services, record drawings in both AutoCAD (latest version) and Revit, and project closeout as defined by the State Construction Manual (Thirteenth Ed.) dated January 2025 will need to be provided.

The project generally consists of a roof replacement.

Completely demolish the single wide manufactured home structure from the property. Remove all debris/garbage around the home. Completely remove one tree; tree is located at the right front side of lot near the ditch; including removal of tree stump below ground level and any roots above or around the ground. Remove all the vegetation and debris around the house. Remove concrete pad, remove two sheds and lean-to. Also remove clothesline poles. Grade site, clean and level. Haul in sufficient fill dirt to cover holes and disturbed areas and to provide positive drainage. Cost of dirt to be included in lump-sum proposal. Re-seed and hay disturbed areas. Proposal to be turnkey and to include all costs of disposal, including tipping fees to County landfill, labor, materials, permits, demolition permits, insurance, etc.

General Scope of Work Replacement of 166 existing windows with fixed pane units. Replacement of three (3) existing single storefront doors with sidelights. Replacement of the existing two (2) story storefront system on the northside of the breezeway. Replacement of the existing storefront system into the Courthouse courtyard. Replacement of two (2) 2-story fixed pane windows into Courthouse courtyard. Replacement of 2-story fixed pane windows on west wall. The Contractor shall abide by the installation of the window and door requirements provided by the manufacturer. The Contractor shall coordinate security termination for badge access doors with the County POC. Additional Provisions The Contractor shall field verify all measurements and material quantities. The Contractor shall provide a detailed breakdown on company letterhead with this ITB. Any damages caused by the Contractor shall be repaired or replaced at the Contractors expense, subject to the Countys discretion. Existing interior conditions shall be returned to their pre-construction conditions at the expense and responsibility of the Contractor. The awarded Contractor shall execute a contract with the County and comply with all Terms and Conditions and the Agreement for Services. The Contractor shall obtain the required permits, if required, give all notices to the County POC (including a copy of any permits), and comply with all laws, ordinances, codes, rules and regulations bearing on the conduct of the work. Permits shall be posted onsite at project location. No time extensions shall be granted or financial consideration given to the Contractor for time or monies lost due to violations of any such ordinance, code, law or regulations that may occur.

The successful contractor shall agree to a contract with the City to provide the following including but not limited to: 1. Pre-Move Preparation o Conduct site visits of origin and destination locations. o Obtain all required permits (moving, utility, traffic, and building permits). o Prepare houses for relocation (structural bracing, lifting, etc.). 2. Transportation & Relocation o Transport the house from its current site to the designated City lot. o Coordinate with utility companies, law enforcement, and traffic control for safe movement. o Ensure the structure is protected from damage during transport. 3. Foundation & Placement o Place the house onto the new foundation, ensuring alignment and stability. o Provide a project completion report to the City.

Union County is soliciting Statements of Qualifications from qualified firms interested in providing On Call Construction Material Testing Services on an individual project basis for capital projects including, but not limited to, those projects where the estimated expenditure of public money is less than $500,000.00 and identified in the 2026 Union County Capital Improvement Plan, (CIP), or subsequent amendments or updates to the CIP, 2026 Union County Water Capital Improvement Plan (CIP), or subsequent amendments or updates to the CIP.

The firm shall provide full On Call Building Envelope Consultant Services on various projects as the need arises and as directed by Union County. The County will specify services to be performed by the architect via a written task order. The firm will acknowledge all such written task orders within 24 hours of receipt and complete all services within the timeframe stated in each individual task order. A written scope for each task order will be provided to the firm and will be the basis of negotiations between Union County and the firm regarding fee, scheduling of the proposed task, personnel and labor hours as well as an itemized list of deliverables and other expenses, such as reimbursables, that are deemed necessary to accomplish the proposed work. Each task order may include any or all of the work elements outlined herein and may be modified to add or delete certain elements at the discretion of Union County. The contract agreement will provide for payment for phases of work completed with options to proceed through all phases or to discontinue work as circumstances may dictate. The final scope of services, together with the architectural fee, will be included in the final executed Agreement.

The Commissioning Firm shall provide traditional building commissioning services, general engineering and consulting services, design review and consultation along with other authorized special services appropriate to the project such as, but not limited to, facility condition assessment, arc flash studies, fire alarm design, low voltage, power load study, audio visual design and forensic analysis. The services will be provided for capital projects, but not limited to, those identified in the 2026 Union County Capital Improvement Plan (CIP), or subsequent amendments or updates to the CIP, 2026 Union County Water Capital Improvement Plan (CIP), or subsequent amendments or updates to the CIP, and any other capital projects undertaken by Union County divisions or departments.

The Architectural firm shall provide traditional Architectural Services, general design services, engineering services, design review and consultation, and construction administration services along with other authorized special services appropriate to the project such as, but not limited to, facility condition assessment, feasibility studies, space planning, space needs assessment, program verification, interior design, food service/kitchen design, graphic design, acoustical design, signage/wayfinding and building enclosure. The services will be provided for capital projects, but not limited to, those identified in the 2026 Union County Capital Improvement Plan (CIP), or subsequent amendments or updates to the CIP, 2026 Union County Water Capital Improvement Plan (CIP), or subsequent amendments or updates to the CIP, and any other capital projects undertaken by Union County divisions or departments.

The firm shall provide full mechanical engineering services on various projects as the need arises and as directed by Union County. The County will specify services to be performed by the architect via a written task order. The firm will acknowledge all such written task orders within 24 hours of receipt and complete all services within the timeframe stated in each individual task order. A written scope for each task order will be provided to the firm and will be the basis of negotiations between Union County and the firm regarding fee, scheduling of the proposed task, personnel and labor hours as well as an itemized list of deliverables and other expenses, such as reimbursables, that are deemed necessary to accomplish the proposed work. Each task order may include any or all of the work elements outlined herein and may be modified to add or delete certain elements at the discretion of Union County. The selected firm(s) shall provide traditional electrical engineering services, general engineering and consulting services, design review and consultation along with other authorized special services appropriate to the project such as, but not limited to, facility condition assessment, arc flash studies, fire alarm design, low voltage, power load study, audio visual design and forensic analysis. The services will be provided for capital projects, but not limited to, those identified in the 2026 Union County Capital Improvement Plan (CIP), or subsequent amendments or updates to the CIP, 2026 Union County Water Capital Improvement Plan (CIP), or subsequent amendments or updates to the CIP, and any other capital projects undertaken by Union County divisions or departments.

The Landscape Design Firm shall provide landscape design and consulting services on various projects as the need arises and as directed by Union County. The County will specify services to be performed by the Landscape Design Firm via a written task order. The Landscape Design Firm will acknowledge all such written task orders within 24 hours or receipt and complete all services within the timeframe stated in each individual task order. A written scope for each task order will be provided to the Landscape Design Firm and will be the basis of negotiations between Union County and the Landscape Design Firm regarding fee, scheduling of the proposed task, personnel and labor hours as well as an itemized list of deliverables and other expenses, such as reimbursables, that are deemed necessary to accomplish the proposed work. Each task order may include any or all of the work elements outlined herein, and may be modified to add or delete certain elements at the discretion of Union County. The contract agreement will provide for payment for phases of work completed with options to proceed through all phases or to discontinue work as circumstances may dictate. The final scope of services, together with the design and/or consulting fee, will be included in the final executed Agreement.

The Civil Engineer shall provide traditional civil engineering services such as, but not limited to, design, general consulting (engineering or design), design review and consultation, site plan review, site feasibility, land surveying services, property assessment/due diligence, traffic impact analysis, geotechnical engineering, topographical engineering, storm water engineering, environmental assessments, environmental consulting or engineering, hazardous material identification, sampling and abatement design. The services will be provided for capital projects, but not limited to, those identified in the 2026 Union County Capital Improvement Plan (CIP), or subsequent amendments or updates to the CIP, 2026 Union County Water Capital Improvement Plan (CIP), or subsequent amendments or updates to the CIP, and any other capital projects undertaken by Union County divisions or departments.

The Surveyor shall provide full surveying services on various projects as the need arises and as directed by Union County. The County will specify services to be performed by the architect via a written task order. The Surveyor will acknowledge all such written task orders within 24 hours of receipt and complete all services within the timeframe stated in each individual task order. A written scope for each task order will be provided to the Surveyor and will be the basis of negotiations between Union County and the Surveyor regarding fee, scheduling of the proposed task, personnel and labor hours as well as an itemized list of deliverables and other expenses, such as reimbursables, that are deemed necessary to accomplish the proposed work. Each task order may include any or all of the work elements outlined herein and may be modified to add or delete certain elements at the discretion of Union County. The contract agreement will provide for payment for phases of work completed with options to proceed through all phases or to discontinue work as circumstances may dictate. The final scope of services, together with the architectural fee, will be included in the final executed Agreement.

The Cost Estimator shall provide traditional cost estimating services, comprehensive cost estimates for projects and repairs to support informed decision making, review and consultation along with other authorized special services appropriate to the project such as, but not limited to, quantity take-offs, cost research, risk and contingency, reporting, collaboration and change order reviews. The services will be provided for capital projects, but not limited to, those identified in the 2026 Union County Capital Improvement Plan (CIP), or subsequent amendments or updates to the CIP, 2026 Union County Water Capital Improvement Plan (CIP), or subsequent amendments or updates to the CIP, and any other capital projects undertaken by Union County divisions or departments.

The Structural Engineering Firm shall provide traditional Structural Engineering Services, general engineering and consulting services, design review and consultation along with other authorized special services appropriate to the project such as, but not limited to, facility condition assessment, structural modeling system recommendations, cost estimations and projections, phasing recommendations, repair, and maintenance planning. The services will be provided for capital projects, but not limited to, those identified in the 2026 Union County Capital Improvement Plan (CIP), or subsequent amendments or updates to the CIP, 2026 Union County Water Capital Improvement Plan (CIP), or subsequent amendments or updates to the CIP, and any other capital projects undertaken by Union County divisions or departments.

This project will rehabilitate approximately 1,600 linear feet of Kings Branch and its riparian corridor. Work includes stream grading, installing rock and wood habitat and stabilization structures, erosion control measures, and riparian vegetation.

HPHA seeks to obtain a plumbing contractor able to provide routine service work, preventative maintenance, equipment replacement, small and extensive projects not to exceed $50,000, and emergency repairs. This work will include general plumbing fixture repairs, replacement, and refurbishment; backflow preventer testing and repair/replacement; winterizations/de-winterization of plumbing systems at identified locations. The contractor must be able to respond to after-hours emergency repairs 24 hours a day, 365 days per year. Routine maintenance and testing will be completed on a schedule negotiated between the successful contractor and HPHA, and HPHA will complete Work Order requests for routine and non-routine services.

The contractor is to provide a l required labor, tools, material and equipment for installation of 1,907 linear feet of 6" private waterline, including a bore and jack under Owls Roost Road (SR 2337), 4 fire hydrants, and all fittings and appurtenances required for installation.

The work in this contract will consists of the furnishing of all labor, materials and equipment related to masonry repairs on North, East & South rear of building.
