Engineering Design Services for Pacific Coast Highway and Crenshaw Blvd Intersection Improvements T-143, Torrance, CA

The City of Torrance is requesting proposals from qualified vendors to provide engineering design services for the Pacific Coast Highway and Crenshaw Blvd Intersection Improvements, T-143. Crenshaw Boulevard is a six-lane roadway and Pacific Coast Highway is a five-lane roadway. There are no bicycle facilities along the two roadways and on-street parking is prohibited. Commercial land uses are adjacent to the intersection at all four corners. The existing level of service (LOS) is E in the A.M. peak hour and F in the P.M. peak hour. The recommended improvements to this intersection include widening Crenshaw Boulevard to accommodate an additional southbound to eastbound left-turn lane and the extension of the northbound right-turn lane on Crenshaw Boulevard to eastbound Pacific Coast Highway. Construction in Caltrans right-of-way will consist of curb return reconstruction, ADA ramp reconstruction, and traffic signal improvements. No widening is proposed on Pacific Coast Highway. This RFP is intended to be as descriptive as possible. However, Proposers may not take advantage of omissions or oversights in this document. Proposers must supply products and services that meet or exceed the requirements of this RPF. In the event of a dispute over installation or performance, the needs of the City of Torrance will govern.

This solicitation is issued as a hybrid Request for Qualifications and Proposals and will be conducted as a multi-step competitive selection process. The process may include evaluation of qualifications, shortlisting of Proposers, review of development concepts and financial proposals, interviews and presentations, and subsequent negotiation of a development agreement and/or ground lease. The City intends to retain fee ownership of the Project site and enter into a long-term ground lease or similar land disposition agreement with the selected Master Developer. The selected Proposer will be responsible for the planning, entitling, financing, designing, and constructing of the Project in accordance with City requirements and applicable regulations. The ground lease structure may include base rent, participation rent, and other financial considerations that provide long-term value to the City. The City seeks a development partner with demonstrated experience in delivering complex, large-scale development projects, strong financial capacity, and the ability to implement a phased development program consistent with public objectives. Proposals will be evaluated on a best-value basis, considering qualifications, development concept, financial feasibility, and overall alignment with City goals.
