The SFPUC is a Department of the City and County of San Francisco (“City”) that supplies drinking water to 2.7 million customers in the four Bay Area counties of Alameda, Santa Clara, San Mateo, and San Francisco, and upcountry near Groveland in Tuolumne County, and provides sewer services to San Francisco residents, hydroelectric power to San Francisco’s municipal operations, and clean, renewable power to San Francisco customers. The SFPUC manages over 160 miles (320 circuit miles) of high voltage transmission lines. The SFPUC transmission lines begin at power generation facilities at the Early Intake Switchyard in Tuolumne County and end at Newark Substation in Alameda County. Due to the unique complexities of the design and construction required for this Project, the City has determined that the Project requires specialized expertise and skills, which should be procured using an alternate project delivery method in comparison to the traditional design-bid-build. The City has selected a progressive design-build project delivery method in accordance with San Francisco Administrative Code section 6.61, subdivision (c). The Design-Builder will be obligated to collaborate with the SFPUC on defining and procuring multiple trade subcontracts for efficient and timely project delivery. Project Objectives The objective of the project is to perform clearance mitigations to spans of existing SFPUC owned and operated 115kV and 230kV overhead power transmission lines. SFPUC has identified a possible one-hundred and fifteen (115) moderate and low risk clearance detections and three (3) additional risk clearance sites. The existing subject circuits have been identified by the SFPUC as being non compliant with California General Order 95 (GO 95) and the National Electrical Safety Code (NESC). The Design-Builder will be required to perform mitigation measures for these identified spans to bring them into compliance with NESC and G095 standards and design criteria. Work may include site grading, increased conductor tensions, installation of floating dead-end suspension assemblies, tower structure raises, tower replacement, intermediate mid-span tower structures, or one or more combinations of the methods, or implementation of other solutions.

C-20 Warm Air Heating, Ventilating, and Air-Conditioning Requirements The C-20 Warm-Air Heating, Ventilation and Air-Conditioning Contractors pool will be utilized to perform maintenance and repair of mechanical and control systems in City owned buildings. These contractors will be working with energy efficient equipment and control systems, and may provide proprietary equipment and controls to integrate with existing building equipment. Contractors are required to have manufacturer’s training and green building expertise to work with any existing building proprietary equipment and provide energy efficiency programming for the building management control systems. The County of Marin is seeking the services of a qualified design firm to perform an accessibility design and provide construction documents, and construction design support for the Marin County Juvenile Hall Accessibility Update project. On December 2, 2021, the North Coast Regional Water Quality Control Board (Regional Water Board) adopted Amendment Order No. R1-2021-0041. The Amendment Order modified the Water Quality Trading Framework (WQTF) that was adopted within National Pollutant Discharge Elimination System (NPDES), Waste Discharge Requirement Order No. R1-2020-2012, issued to the City of Santa Rosa. The permit also contains a Final Water Quality-Based Effluent Limitation for phosphorus which states that there shall be no net loading of total phosphorus to the water bodies of the greater Laguna de Santa Rosa watershed. Compliance with the total phosphorus effluent limitation is achieved via the WQTF. The City currently has four projects under the WQTF, a description of each project is as follows: Beretta Dairy Installed three agricultural Best Management Practices (BMPs) at the Beretta Dairy in Santa Rosa to reduce potential nonpoint source discharges of nutrients from pasture areas at the Beretta Dairy to Roseland Creek Colgan Creek Reaches 1 and 2 Excavation of legacy sediment and organic matter from a ~9,800 ft stretch of Colgan Creek. Laguna Reaches 1 and 2 Excavation of legacy sediment and organic matter from a ~4,200 ft stretch of the mainstem Laguna de Santa Rosa, modifying hydraulic conditions to reduce Ludwigia growth. Pepperwood Preserve Treatment of 34 eroding or potentially eroding stream crossing sites and 2.3 miles of gravel roads by implementing best management practices at the Pepperwood Preserve. All four of the projects listed above are required to have ongoing project verification annually. This verification process is to review and confirm that the credit-generating project continues to be maintained in conformance with its approved project plan. Verification reports are submitted annually with the Discharge Season Annual Report (due July 1st of each year). In order to maintain compliance with the total phosphorus effluent limit the City needs to identify and implement new credit generating projects which can be implemented under the WQTF.
